The success of a speech is often attributed to the skill of the speaker, with merit being given to speakers who are confident, articulate, knowledgeable and able to deliver a speech with conviction.

In an interview with the BBC, Dr Max Atkinson (a communications specialist) outlined a number of speechwriting techniques. He also illustrated how these techniques have been used in historic speeches.

One such technique is introducing contrast. This is extremely useful when presenting a positive spin on a negative issue.

Revision of law to upgrade mine safety

Revision of a 9-year-old coal mining law will help ensure mining becomes more efficient and that safety is improved, according to officials preparing the legislation.
The lack of well-coordinated development plan on mining coal — a major energy resource for China — has been blamed for waste in coal gathering and consumption practices, Huang Shengchu, president of the China Coal Information Institute, said in an interview with China Daily.
Inefficient investment in safety equipment and unawareness of workplace safety are cited by Huang as major reasons for causing frequent accidents in coal mines.
With more than 6,000 people killed in coal mine accidents just last year, the sector has been rightly called the most dangerous job in China.
The new legislation is expected to provide a solid legal backing to help solve the problems the nation’s mines face, said Si Posen, deputy director at the institute.
Si is now heading a team that is responsible for conducting an investigation and feasibility study for revising the law, which became effective in 1996.
An official with the Energy Bureau of National Development and Reform Commission confirmed that the country’s highest leadership has shown commitment to creating the new legislation in order to better regulate coal mining and protect resource reserves.

64 mins: Michael Ballack has a great chance blocked by goalscorer Roberto Ayala. A corner is headed clumsily back across his own goal by Fabricio Coloccini and Ballack’s goalbound shot is stopped by the Valencia man.
63 mins: Argentina’s Juan Pablo Sorin is already on a yellow card and had better watch his step against David Odonkor. The 22-year-old has a best time for the 100 metres of 10.9 seconds. Crumbs.

1700 BST: The teams re-enter the arena, Germany first. There are no substitutions as of yet, but Argentina’s prodigious talent Lionel Messi has been warming up during the break. He may yet have some impact on proceedings in Berlin.
1653 BST: Whatever Jurgen Klinsmann is telling his side in the dressing room, one thing is for certain. The hosts need to end their dreadful recent record against the established football nations to win. Germany have not beaten one of the game’s established powers since their 1-0 win over England in October 2000.

It can seem like it’s your mom’s job to mortify you. But a new wave of moms is doing more than making you blush: They act so sexy and flirtatious, they make you question their judgment — and your own sanity.
When Bri, 16, started high school, she thought it was cool that her mom was so much fun to hang out with. "My parents got divorced when I was 6, but high school is when it actually started to seem like a good thing — I was grateful to have a mom who wanted to shop at the same places and see the same movies I was into," she says. "I felt like we suddenly had so much in common, and I could tell her anything and she’d understand." But after a few months of sharing clothes and gossip, things started to take a turn for the worse: Bri’s mom went from shopping at the same stores as Bri did…to flirting with the same guys. "Now I can’t go anywhere without her flirting with every guy she meets. One of her recent boyfriends was 23. After that, she started going to my brother’s hockey games to flirt with his coach — who’s 12 years younger than she is — and they started dating." Bri says she wishes her mom would change — but not because it embarrasses her in front of her friends. "The truth is that my friends think my mom is so cool and pretty, and my guy friends think she’s sexy. My ex-boyfriend used to joke about getting with her! But I don’t want my crushes crushing on my mom. I feel like I have to keep her away from my new boyfriend to keep him from paying more attention to her than to me."
Bri’s mom is the perfect example of a cougar: an older woman who’s into (and almost seems to hunt down!) way younger
guys. Lots of girls say their moms are on a cougar kick too: Meghan, 17, says her 46-year-old mom dated the same guy who’d dated one of her 18-year-old friends; Hunter, 18,
sometimes feels as if her friends like her cougar mom more than they like her; and Jessica, 16, reports that ever since her parents got divorced last year, her mom "dresses up in short skirts and dates guys who are barely 25, then tells me everything about her sex life. It’s so awkward." The
truth is that you want to be open with your mom — but it feels unsettling if she’s that open with you.
Cougar Nation
Of course, not all cougar moms — in real life or in Hollywood — have completely crossed the line. Take Courteney Cox’s character, Jules, on Cougar Town: She’s the
kind of mom who, like so many out there, get out of a bad marriage and just want to look and feel their best. Maybe the cougar mom you know got married young and never
had a chance to date around. Or maybe since her kids are busy with school and their own social lives and don’t need her as much anymore, she needs something to fill her
time. All that freedom also explains why she has more time to take care of herself — shopping, working out, Botoxing…whatever it takes to look and feel young. "My mom had me at a young age and had to step up to the plate and take care of me. Now that I’m older, my mom loves to party, shop, and
date, and I don’t have a problem with it," says De’Junique, 17. "It’s nice to have a mom who’s young and outgoing. I call her my Triple Threat — she’s a mom, a best friend,
and like a sister. I can tell her anything, and even my friends tell her personal stuff."
Wild Cougars
Still, girls who are cool with cougar moms are the exception: The majority of girls who shared their stories with Seventeen wished their moms would change their
embarrassing ways. Take Erica, 17. After her parents split up two years ago, her mom dyed her hair blonde and started wearing clothes "so tight they could be mistaken
for a second skin." But that wasn’t as traumatizing as what she says her mom started doing next: partying all night at
clubs and sometimes not even coming home.
After a few months, Erica says her mom even drained Erica’s college tuition money to buy herself breast implants. "One night, a friend called to tell me she saw my mom leave a club with some guy," Erica says.
"Hours after the call, my mom still wasn’t home, so I made my dad drive around town with me to look for her — I was worried she could be hurt or in an accident." When Erica arrived at the club to look for her mom, she found her — in a car, hooking up with a guy who’d recently graduated from
Erica’s high school! "I was so humiliated and angry. I shouldn’t have to be a 17-year-old babysitting a 40-year-old woman.
It’s not cool at all to have a cougar mom. I feel totally robbed of being a teenager."
Florida Democrat Earl K. Wood and Alabama Republican Charles Beasley won their elections last night, but they won’t take office.
Both men died weeks before November 6 election yet managed to beat their very much live opponents by comfortable margins.
Wood died on October 15 from natural cause at age of 96 during his campaign for a 12th term for a Florida county tax collector. He took 56% of the votes, beating a Republican who promises to eliminate the office altogether if elected.
Beasley, 77, died on October 12, possibly due to an aneurysm, while trying to reclaim his old seat on a county commission in central Alabama. He won about 52% of the vote. His opponent took the loss especially hard, who told Reuters, “It is a touchy situation. When you are running against a dead man, you are limited as to what you can say.”

two New Jersey men arrested for breaking to police van said they only did it to get pictures of themselves pretending to be arrested.
the duo thought it would hilarious to take photos of themselves in van, but it became less funny when they couldn’t figure out how to get out. the police was called to "free" the two "jailed"
according to police constable, "it was un-freaking believable when i came down and unlocked the door, dumb and dumber pranced out of the van."

Indeed. I knew a squadmate VMan, through this game, who is from Israel and who is filthy rich. He used to have a girlfriend and he called her Ziyi, who used to be a famous Chinese movie star. He likes to fly Spitfire and he dreams to kill many FW190s. He is pretty good on flying but not so good so the poor guy used to get killed, often by 190s but sometimes even by BF109. Then he met Tabitha (Yes, Tee the Queen, our famous queen of Spitfire) in game. He was so fascinated by the Queen’s skills so he finally became her big fans. He has been a good apprentice of her and now he truly enjoys killing German fighters. Finally, he dumped poor Ziyi and she went back China and start shot movies again…
Morale of the story: Be a good gamer and you can earn a rich boyfriend.

A. The rule is different for union and nonunion employers. In unionized workplaces, employers arent required to pay for clothes-changing time even if its necessary for the job if the exclusion is established by a past practice or a collective- bargaining agreement.
In your case, you say your hospital requires clothes-changing for some employees. Unless the unionized workplace rules apply, this time must be counted as compensable. Finally, remember that some state wage-and-hour laws may have slightly different rules.
